Is this a bad problem?

Hi, lately I have had a lot of mucus build up in the back of my throat. It is really sticky when I spit it up and it is really hard to get rid of. Sometimes I have trouble breathing when I feel really congested. I also am developing a cough and I'm not sure if I have a chest cold or not.
