I'm in 6Th semester in Diploma Engineering in Electronics Engi:,can I apply for 6Th/5th semester in EU/Canada

I'm studying Diploma Engineering in Electronics Engineering inside Bangladesh. I’m at the present in 6th semester. I want to study this subject in Europe or Canada. Or latest course like 2 years course related in this subject. Can I apply? Having this academic carrier can I obtain visa for studying there?
