Why did Dem representatives (to include Obama) p the retroactive immunity FISA bill that Bush wanted?

In essence, the Legislative and Executive Branches of government successfully conspired against the Judicial Branch as this bill stopped a cl action lawsuit against the telecom companies for violating the 4th Amendment to the US Constitution in its tracks.
