Mom is financially irresponsible. Any advice?

She has filed for bankruptcy twice in my young lifetime, and she refuses to pay for her own mom's medical costs (which have subsequently gone to collection agencies). She works a part-time restaurant job and is depending on that as well as child support payments as income for the next 2 years. I'm going to try and get her to sign term life and long term care insurance policies but she undermines everything I try to do for her (and mine and my younger siblings') betterment. Worst of all, I am dealing with this on my own. Is there ANYTHING I can do to make this situation better?
